In a ceremony underscoring continuity of leadership and steadfast commitment to public service, PRO NIR formally conducted the Turnover Command Ceremony of Siquijor Police Provincial Office, on May 16, 2026, at Maringal Hall, Camp Alfredo M. Montelibano Sr., Barangay Estefania, Bacolod City.
The ceremony was presided over by PCOL VILLAFLOR S BANNAWAGAN and attended by officers and personnel of PRO NIR, who gathered to witness the formal assumption of office of the incoming commander and the relinquishment of command by the outgoing officer.
During the ceremony, PCOL MARK ANTHONY M ANDRADE formally assumed leadership of the Siquijor Police Provincial Office, succeeding PCOL EMELIE D SANTOS, whose tenure was distinguished by dedicated service, sound leadership, and steadfast commitment to operational excellence and public safety. Moving forward, PCOL ANDRADE is expected to further strengthen the unit’s law enforcement initiatives, enhance community engagement, and sustain the intensified campaign against criminality in support of maintaining peace, order, and public trust across Siquijor Province.
In his message, PCOL VILLAFLOR S BANNAWAGAN emphasized that the Turnover of Command Ceremony symbolizes not only the transfer of authority but also the continuity of leadership, responsibility, and commitment to public service. He expressed gratitude to outgoing Provincial Director PCOL EMELIE D SANTOS for her dedicated service and valuable contributions, while conveying confidence in incoming Officer-in-Charge PCOL MARK ANTHONY M ANDRADE to further strengthen professionalism, unity, and service-oriented leadership.
